It enables the poster to see how their comment will appear without actually sending it along. Blogger (such as Rick Darby’s blog) supports this as does Haloscan (Vanishing American).
I suspect WordPress also supports ‘Preview’ but I’ve never used WordPress. Check the WordPress FAQ. It could have the info on how to enable it.

If we want to post a click-able link or make bold text, a preview function would allow us to make sure that they show up in the way we intended.

Someone explain. On my computer the cartoon shows up from the get-go plus it also appears on the “snap” preview feature when you move the cursor over the image.
